Ken Packman, J.D., is the Assistant Vice President of Sponsored Programs at Georgia State University. He is responsible for grants and contracts administration within the Office of Sponsored Programs and Office of Research Financial Services. Prior to joining Georgia State, Mr. Packman was the Associate Director of Sponsored Programs at Emory University for four years. During that time, he supervised a team of grants analysts, providing final review and submission of about 1,000 proposals annually. He also worked five years as a Team Leader/Senior Grant and Contract Officer at Cornell University where he supervised and mentored a team of grants and contracts officers; analyzed, negotiated and executed a full range of agreements with federal and state agencies and not-for-profit and industrial sponsors; led the development of the Research Administration Certification Program; and initiated and led the development and operation of a quality assurance program. He has extensive experience working with federal funding sponsors, grants administration software tools, mentoring and training faculty and staff, developing budgeting, employee law, risk management, and data analysis. His professional experience also includes working as a Labor Studies Instructor at Cornell University, a Labor Studies and Industrial Relations Instructor at Pennsylvania State University, and a Law Clerk for the National Labor Relations Board. Mr. Packman received his Bachelor’s degree in History from the University of Oregon and a Juris Doctor from Antioch School of Law.
