All Georgia State investigators are supported locally by the department and college, and centrally by the Office of Sponsored Proposals & Awards (OSP, a unit within University Research Services & Administration, URSA), research administrators. Find your OSP/department/college/center research administrator at the bottom of this page. These administrators will provide the following services:
- Review of specified funding announcements for eligibility, determination of restrictions, and mapping a proposal development plan.
- Locate the non-science information needed for submission: Items such as university identifying numbers, facilities and resource information, and applicable financial rates.
- Develop, under the direction of the investigator, a compliant budget.
- Engage with any subrecipients to receive their budgets and other required documents.
- Format the proposal sections in compliance with the funding announcement directions.
- Help gather any needed materials.
- Review and accept certification terms.
- Build the workflow for university approval and routing.
- Fully review the proposal documents for compliance with all legal obligations and with the funding announcement directions.
- Formally submit the proposal to the sponsor.
Who may serve as Principal Investigators/Project Directors on Sponsored Projects:
- Faculty holding full-time tenure track and full-time non-tenure track positions and staff holding full-time, non-temporary positions (“permanent full-time”).
- An individual who is employed by the University but not on a permanent full time basis (e.g., temporary contract, adjunct faculty, postdoctoral fellows, faculty holding positions that are less than full-time) is eligible to serve only if one of the following conditions is met:
- A permanent full-time faculty or staff member is named as Co-Principal Investigator/Co-Project Director and accepts responsibility for ensuring that the Sponsored Project’s requirements are met;
- The Chair or Director of the department through which the work will be conducted accepts responsibility for ensuring that the Sponsored Project’s requirements are met at the time the grant proposal is submitted.
- A student, if allowable by the sponsor, provided a permanent full-time faculty or staff member is named as Co-Principal Investigator/CoProject Director or mentor and accepts responsibility for ensuring that the Sponsored Project’s requirements are met.
Exceptions to this policy can be made and require approval of the appropriate Department Chair, College Dean and Vice President for Research & Economic Development.
CayuseS2S is a web application created specifically to simplify the creation, review, approval and electronic submission of grant proposals. The system exponentially increases the speed and ease of preparing grant submissions by auto-filling standard information, populating some application fields directly into Spectrum, and providing a running, live summary of potential errors and sponsor-system warnings.

Yes. All your indirect cost rates can be stored in your Institutional Profile. These rates can then appropriately selected depending on the type of proposal you are developing.

Yes. Proposal routing can be started at anytime. Once routing starts the proposal become “read only” to the proposal developer/PI. Based upon your business process you can still allow attachments (i.e. Research Plan) to be added after routing has started. We consider this an “Institutional Preference” which will be set at time of deployment. Therefore, you should finalize all items not in an attachment before routing. Finalized attachments can be added later.
F&A rates can be auto-populated, however, Cayuse424 does not require that you have them. NOTE: You may not request/collect F&A on equipment grants.
PDFs of the entire proposal or specific forms can be generated from Cayuse. There are also several canned reports in Cayuse 424 as well as optional reporting tools such as our Secure Data Service which can be exported into Excel, CSV, as well as PDF. Follow instructions within Cayuse to export documents.
Yes. You can have as many indirect cost rates as needed for your institution.
The program is for proposal routing only and, therefore, does not cover award budget tracking. Award budgeting reports can be created in PeopleSoft that Colleges have access to in order to obtain this information.
No. Reports are created in PeopleSoft, that colleges have access to. You should obtain this information from those reports. Contact your college, center, or institute's grants & contracts staff about access to these reports.
Cayuse424 can be accessed through the Research Portal at https://researchportal.gsu.edu/ with your Campus ID and Password. Once logged in, select Cayuse424 from the menu.

You can keep proposals in an “active” state for as long as you want.
No. Reports are be created in PeopleSoft that Colleges have access to in order to obtain this information. Contact your college, center, or institute's grants & contracts staff about access to these reports.
These fields are optional fields in the Proposal Summary. There are many fields in the Proposal Summary section are optional and are rarely used.
This feature is primarily used when a certain line item needs to be excluded from indirect costs (funding opportunity specific). It is also used if a split rate needs to be applied to certain line item categories.
The budget is uploaded under the "Other Attachment" section.

Both NIH and NSF, which have proprietary electronic proposal submission systems, require that investigators register in their respective systems prior to submission of proposals. For both systems, the registration must be requested of the agency by an authorized representative from OSP using the information provided by the investigator.
To register in NIH eCommons or NSF FastLane, or to change your affiliation in those systems to Georgia State, complete the eRA Commons or FastLane registration form in the Research Portal in the Sponsored Proposals Administration section under My Submissions. Select eRA Commons or FASTLane registration from the drop-down menu provided, complete and submit as instructed.

When Georgia State University (Georgia State) receives an award from a sponsoring agency, it may become necessary to establish a subaward agreement with a subrecipient institution. Georgia State’s Principal Investigator (PI) and administrators will monitor the activities of subrecipients to ensure that they are complying with the programmatic and financial terms of the subaward agreement. Monitoring responsibilities include general compliance and subrecipient audit compliance. Georgia State’s Subrecipient Monitoring Policy applies to all subrecipient institutions with whom Georgia State University executes a subaward agreement, including foreign and for-profit organizations. Georgia State is responsible for ensuring that all subrecipients of sponsored funds are in compliance with the programmatic and financial terms of the subaward agreement.
NOTICE: Letters of Support to or from Subrecipients of NIH grant awards: NIH letters of support may not be altered in any way except by letter writer – Georgia State upholds the highest standards for integrity in all materials submitted to federal and other granting entities and expects the same of its sponsors and subcontractors. Georgia State faculty who are submitting grants and their subcontractors are reminded to provide documents that have not been altered in any manner. All letters of support should be original documents with no alterations or manipulations within the letter including changing of dates, titles, or other information. What is a Consultant
The Georgia State PI must ensure that, when deemed necessary, all required Conflict of Interest disclosures from consultants have been submitted and training completed prior to the proposal deadline.
The Uniform Guidance, at §200.300 distinguishes contractors (which consultants are) from subrecipients by the existence of the following characteristics:
A contract is for the purpose of obtaining goods and services for the non-Federal entity's use and creates a procurement relationship with the contractor. See §200.22 Contract. Characteristics indicative of a procurement relationship between the non-Federal entity and a contractor are when the contractor:
(1) Provides the goods and services within normal business operations;
(2) Provides similar goods or services to many different purchasers;
(3) Normally operates in a competitive environment;
(4) Provides goods or services that are ancillary to the operation of the Federal program; and
(5) Is not subject to compliance requirements of the Federal program as a result of the agreement, though similar requirements may apply for other reasons.
What to include for consultants with the proposal
Unless the sponsoring agency guidelines require any forms or letters related to consultants to be included with a proposal, proposals are typically NOT required to include any additional forms related to consultants listed on those proposals.
What is a Subrecipient (Subcontractor)
The Uniform Guidance, at §200.300 defines subrecipients as having the following characteristics:
(1) Determines who is eligible to receive what Federal assistance;
(2) Has its performance been measured in relation to whether the objectives of a Federal program were met;
(3) Has responsibility for programmatic decision making;
(4) Is responsible for adherence to applicable Federal program requirements specified in the Federal award; and
(5) In accordance with its agreement, uses the Federal funds to carry out a program for a public purpose specified in the authorizing statute, as opposed to providing goods or services for the benefit of the pass-through entity.
Subrecipient requirements with the proposal
Each must also provide a description of the scope of work to be provided for the project.
Subaward budgets should use the F&A rate set by the subcontractor's institution and a copy of that rate agreement should be provided.
Any subcontracts from other universities must be routed through the subcontracting institution's approval process to obtain the necessary approvals prior to routing the proposal through Georgia State.
A completed form indicating institutional concurrence for the proposed activity for each subrecipient must accompany the proposal. There are three forms available: The Subrecipient Commitment Form: Non-FDP, FDP Letter of Intent and the International Subrecipient Commitment Form. If the subrecipient is a member of the FDP Expanded Clearinghouse, use the FDP Letter of Intent. If not a member, use the Subrecipient Commitment Form: Non-FDP for domestic institutions and the International Subrecipient Commitment Form for foreign institutions. The appropriate form, when signed by an authorized official of the subrecipient organization, indicates compliance within all necessary areas and institutional concurrence with the submission. If the subrecipient institution lacks an active or enforced COI policy, the investigator proposed for the project must fulfill Georgia State’s CITI training and submit disclosure forms to Georgia State. See URSA's Conflict of Interest webpage for details.
International Personnel at Georgia State
International personnel working or studying at Georgia State will need to obtain visas, either H-1B or J-1. Information about obtaining visas or hosting an international student or scholar at Georgia State can be obtained from the International Student and Scholar Services website.
Visa applications take time to process. Plans to include international personnel on sponsored projects should plan for a minimum three month period for visa applications to be processed and approved.
International Travel
All international travel is subject to export control laws which affect both the information and materials possessed by travelers. Failing to abide by these laws, even if the failures are due to innocent mistakes, can be treated as criminal violations. Travelers must be certain that any materials brought or shipped to international locations are done so legally.
